Issue
Declining birthrate, aging population, and outmigration in regional cities.
Due to aging populations, deteriorating public infrastructure, and the outmigration of young people, local governments face increasing expenditures and declining revenues. As this trend accelerates, it leads to a vicious cycle where reduced administrative service levels and shrinking public transportation further diminish the attractiveness of the region, prompting even more young people to leave.
Approach
The "Toyama Model" project for regional revitalization through industry-government-academia collaboration.
Regional revitalization requires creating a cycle that curbs expenditures and redirects the savings toward revenue expansion. In Toyama, we facilitated collaboration between the city hall, local businesses, and Toyama University through an industry-government-academia partnership. Together, we promoted the implementation and utilization of a system for collecting and sharing various urban data, such as traffic volume, human flow, and river water levels.
This is expected to lead to greater efficiency in administrative services and the creation of new commercial services, contributing to reduced expenditures and increased revenues.
